Chester Borrows talks about his experiences chairing the Safe and Effective Justice Advisory Group and of helping establish Whanganui as a Restorative City; the only New Zealand city to adopt restorative practices to transform employment, community and social issues.
Chester Borrows is a former policeman, lawyer, Member of Parliament and Minister of the Crown. In July 2018 he was appointed head of the Safe and Effective Justice Advisory Group, which is tasked with helping reform New Zealand's criminal justice system.
